1. India, Vietnam sign pact on transfer of sentenced prisoners : India and Vietnam signed a treaty for transfer of prisoners between two countries. The agreement was signed between Home Minister Sushilkumar Shinde and Vietnam Minister of Public Security Tran Dai Quang.


2. Wholly owned subsidiaries of foreign banks to get near-national treatment : RBI plans to release guidelines for foreign banks to set up wholly owned subsidiaries in India by mid-November, the central bank said on Tuesday.



3. Six Major Central Banks Permanently Made Currency Swap Accords: Six major central banks in the world made currency swap arrangements permanent on 31 October 2013 as a prudent liquidity backstop  in case of future global financial strains.

4. Google announces winners of its Global Impact Challenge in India : Google had awarded Rs 3 crore to four social organisations that are using technology to solve problems of the world. 



The four civic startups chosen each receive a Rs 3 crore ($500,000) Global Impact Award as well as Google mentoring to help get their projects off the ground. Here are the winners. Agastya, Digital Green,Janaagraha Centre for Citizenship &Democracy and Social Awareness, Newer Alternatives (SANA)
